Prior to opening the Meeting the Chairman had very sad news regarding the death of our Clerk and friend Mrs. Ann Davies. Ann had been very professional in her duties and co-operation at all times.

 

Our thoughts at this very sad time is with her husband Mr. Elwy Davies and her daughter Sian. The Chairman ask us to stand to respect a one minute silence.

A presentation was given to Councillors by Richard Greenwood and Meirion Hughes, on the forward plan for the former site of the Rugby Club. The club hopes to re-locate in the next 2 years having been on the 11 acre site for 45 years. 1st step was to talk to the Community to explore options and maximize asset value always aware that location limits opportunities. The area has been designated of high end value but hopes for development are intended to be low key and not detrimental to the area.

The Chairman thanked both for giving the Community Council the opportunity to hear the Clubs' thoughts.

b      The White Paper on Reform of Welsh Government -  after much discussion on the matter the       following points were to be given in response to the Paper:

·        As volunteers our role has always been to be close to the people we represent – we identify with the people and give good value for money

·        We feel that we benefit the community, we hear and listen to the citize

·        The merging of some of the smaller Community Councils will result in losing a significant level of democracy at community level and the voice of the citizen will eventually disappear

·        Economy of scale is not the right way to go

·        It was strongly recommended that decisions on issues affecting Rural areas should be decided on by Rural Councillors

·        We need assurance that the citizens’ voice passed through the community council is listened to at the County level

·        Local knowledge and recommendations can help to shape local services through empowerment – that is a positive way forward

 ·        Local knowledge and recommendations in Planning matters within the community should be listened to more not less

From Andrew Halliday the following points were given:

  • Drains need changing on site
  • Ecologist has been on site
  • Approval from Scottish Power obtained but a new brick built building is required
  • 11000 volts to be used
  • Trees, logs, hedgerows for screening have gone into plans
  • Hope to be up and running by April 2014
  • Updates on development will be given to public
  • Plant operational for 15 years then reverted back to DCC - known as ‘reverted asset'

From Jonathan Sykes the following points were given:

  • Salt Barn will be able to store 275000 tonnes
  • It will be stored there for 3 to 5 years after then it will be distributed and Barn re-filled
  • It will have steel portal frame
  • Water courses will be protected and pond will be created for wildlife

  • The Abattoir site will be levelled off and sold
  • Possible usage of heat from Biogen envisaged

The Community Council voiced an opinion that it was a shame that such a rural area was being used for heavy industry
